If I burn a Linux LiveCD, and use it to boot from the CD, can I run Windows APPS, in particular, MBAM scans to remove malware then hopefully allow Windows to boot ?

There are a few Linux based anti-malware cds that you can create. Some links below...

Let me clarify my question. I run Windows XP.
Assuming I become infected to the extent I cannot boot normal or safemode & XP repair doesn't help,
and I have a Linux LiveCD to boot from, and that is successful, will I be able to run Malwarebyes under Linux and do
other maintenance tasks, eg, chkdsk, delete files etc. ?

I'm unaware of any Linux Distro 'Live Cd' that has Malwarebytes AntiMalware on it. The Linux based anti malware links I listed would allow you to boot from the cd and scan your drive for and remove infection.

You're welcome, I hope the situation doesn't arise where you'll need to use one though.
