I believe it may be an issue with my monitor because when I use fraps to record or make a screenshot the issue doesn't arise on the footage/SS
When I play games I get strange horizontal lines moving in an upward motion. I thought this was horizontal tearing (since that issue went along with this one) but when I turned vertical sync on, the tearing went away but the horizontal lines did not.
I have an LG W2040 Monitor, but I can't locate the driver for it. (I lost the CD.)
My Computer specs:
HP Pavillion P6520Y
AMD Athlon II X4 635 Processer @ 2.9GHz
6GB RAM
EVGA GTX 460 SE (Was not in the original computer, bought it about a month ago.)
Corsair CX500 Power Supply (500W)
Windows 7 Home Premium 64 Bit
If you could solve this issue that would be great, hopefully this isn't a serious problem....

Those horizontal lines means your video card is on the way out. Those are called artifacts associated with bad memory or a dying GPU.
My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.

It is also possible that the card could be overheating.

I had just gotten the card, and temps stay around 53 Centigrade.

Update: I checked my graphics cards settings and noticed it was in "Multiple Display Performance Mode"
I switched out of that and now I only get a slight flicker of lines at the very top.
