Malware corrupted user associations in Vista I am unable to access programs and files

Hello.

My computer was infected with the Windows Restore virus. I successfully removed it with malwarebytes and eventually got my programs back in the start menu.
I cannot open Outlook at all. The message says I do not have permission to access the files. I also cannot open quickbooks, quicken, and others.
I am using Vista. The user account which downloaded the virus was and still is administrator, password protected. It appears to me that the user account is no longer associated with files. Is there any way to fix this? I cannot think of a way to access all the data.

I created a new user and can open outlook from that account.

Any help would be appreciated.
