Windows XP on a Dell laptop.

I am getting warning balloons from the task bar saying "Virus Alert! Application can't be started" and it lists the application that is trying to start. This followed by what looks like a windows message saying the same thing. Any application, including taskmanager, I try to start is stopped with this same message so I can't even run the antivirus (AVG I believe) to scan for the virus. I can't get a browser to come up so I can't even download anything to install.

I need something that will run from a bootable disk.
