Can't Install Updates

get error messages........Error Code: 0x80246008...when trying to do microsoft updates.....just noticed all "automatic updates" DID NOT download for last 6 weeks....most with this error message

The necessary services are disabled or unavailable. Error 0x80246008 (Resolution 2) Last updated : 10/21/2005

Problem description
This error may occur if one or more of the following services are disabled or unavailable. Background Intelligent Transfer Service (BITS) Event Log

Applicable operating systems
Windows 2000
Windows XP
Windows Server 2003

Resolutions
1. Set Event Log service to Automatic and verify that the Status is Started
Click Start.
Choose Run.
In the Run box, type services.msc.
Click OK.
Find the Event Log service, and right-click to select it.

Select Properties.
In the Startup type list, select Automatic.
Verify the Service status is Started.
Click OK.
