Computer is acting up

About 2 weeks ago my computer started to act up, my cpu is being used alot more than it should, it even goes to 100% every now and then, I can't even watch youtube videos without my browser freezing up.
I've scanned my computer with avg and malwarebytes and each time they say i'm clean, and i haven't downloaded anything new that would take up this much cpu.
Can anyone help me figure out what's going on?
My specs in case it's needed
OS: Vista Home Premium 32-bit
CPU: Intel Pentium 4 (3.00GHz)
RAM: 2.5 GB
Hard Drive: 139 GB
Video Card: Nvidia GeForce 7900
Sound Card: Realtek High Definition Audio

Did you try a different browser?
Does the high CPU usage happens only while using a browser?

Unzip ProcessExplorer.zip, and double click on procexp.exe to run the program.
Click on View > Select Colunms.
In addition to already pre-selected options, make sure, the Command Line is selected, and press OK.
Go File>Save As, and save the report as Procexp.txt.

Check Primary and Secondary IDE settings: Device Manager -> IDE ATA/ATAPI controllers -> Primary or Secondary IDE Channel -> Properties -> Advanced Settings. Look at the Current Transfer Mode field.
See, if it's in PIO mode instead of DMA mode.

If you look at your PE log and you deduct CPU usage by PE, which is normally not running, your CPU usage is only at 15%, which is acceptable.
Unless, you're able to post another PE log, when CPU usage actually spikes.

It's just odd how my comp had been running just fine, then all of a sudden gets like this

Hardware Interrupts at 61.24%
Deferred Procedure Calls at 25.42%
Possibly, some hardware issue.
Run hard drive diagnostics: http://www.tacktech.com/display.cfm?ttid=287 (or http://www.bleepingcomputer.com/forums/index.php?showtopic=28744&hl=hard+drive+diagnostic)
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), to make the CD bootable.

Go Start>Run (Start Search in Vista), type in:
msconfig
Click OK (hit Enter in Vista).
Click on Startup tab.
Click Disable all
IMPORTANT! In case of laptop, make sure, you do NOT disable any keyboard, or touchpad entries.
Click Services tab.
Put checkmark in Hide all Microsoft services
Click Disable all.
Click OK.
Restart computer in Normal Mode.
NOTE. If you use different firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

That seemed to get rid of most of the lag, youtube vids run smoothly and so do my games
I guess this means it's not my hardware that's affecting this, but something else, right?
