On a friends computer I notice that in the task bar it shows that automatic updates is off, on clicking the pop up screen, it will not switch on but refers me to go to the control panel and switch it on there. This I have done, after restart the same red icon in the task bar to say automatic updates are off. I did remember to click apply in the control panel, which shows automatic updates as on. Never come across this before, can someone shed some light please?

Can you try to check the service found in the Windows Services?
Click on start > run > type in services.msc then look for automatic updates.
Make sure the service status is started and the startup type is automatic.
