Maybe I have to register the ATL70.dll and I suppose that can be worked out. Am I on the right track?

Installing Google Earth blocked by my windows installer Dropped ATL70 into the system folder after 0X80040154 error message.

Hi and welcome -
Why do you mention the Atl70.dll , have you had a problem with this or a pop up saying it has a problem ?
Atl70.dll is a module associated with Microsoft ® Visual Studio from Microsoft Corporation. Non-system processes like atl70.dll originate from software you installed on your system.
Do you have your XP CD so you can do a sfc /scannow check and reinstall any missing .dlls ?
Also try a disk check with this code to repair any minor issues. Close all programs and copy / paste this into Run box and click OK.
CMD /C ECHO Y|CHKDSK C: /R | SHUTDOWN /R /T 30Your computer will shut down in 30 seconds then reboot in what seems to be safe mode and then run the full 5 stage check.
Allow an hour or so for the check and then it will reboot back to normal mode. Do not turn off or try to cancell the check.
Also if you have partially loaded Earth then delete it first prior to trying again -
