Ah ok - I was able to get into C:\Windows but it's still not recognizing "disable" as an operable command

Hi Gringo!
I was afraid it might have to come to completely resetting it, but I've got my fingers crossed that this Repair Installation can fix it without having to resort to that just yet.
I read through the instructions and have a question before I get started - Step one says to Insert the Vista DVD into the DVD drive while your current Vista is running and the notes say not to run in Safe Mode; so since I can't really get into Windows normally, is there a different way I should run the repair?
Please let me know,
