I am trying to up grade a computer that has an on board VGA port with a video card and I would appreciate help with the following questions...
Will an eVGA GeForce 6200 512MB 64-bit DDR2 AGP 4X/8X Video Card work on a
Gigabyte 8VM533M-RZ – motherboard with a AGP 4X?
If so, will there be a downgrade of the performance of the AGP 4X/8X video card work?

I don't have any experience with AGP, but I think it should work. If you provide a link to the exact card you're looking at, I could give you a definite answer.
The 4X would be a bottleneck in the same way that a PCI-E x16 card would be bottlenecked by a slot running at x8 speed. You wouldn't notice it unless you have a super-powerful card.

Not a problem as they are compatable, and neither an AGP 8X card in an AGP 4X slot, or a 16X PCI-E in an 8X PCI-E slot suffer much, if at all.
The only real incompatabilities were the 3.3v and 1.5v cards/slots that occured early in the AGP era. By the time AGP 4X/8X were introduced, everything was standardized at 1.5V.

if the card is a 4x/8x card, it should run fine in the 4x slot, shouldnt be much if any of a bottleneck. Even with modern video cards, a 16x PCI_E slot running at 8x isnt much of a bottleneck, its equivelant to a PCI_E 1.1 slot speeds, and very few video cards use much more bandwidth then that-the 2.0 standard is far faster then most video cards. Some of them, like the 6970 and NVIDIAs new top of the line model maybe-but most cards won't suffer from the slower speed.
