I have the worst virus I've ever come across. My start menu is wiped clean, task manager doesn't work, I cannot use system recover and a boot disk doesn't work either. My desktop is a blank light blue screen. I cannot download malwarebytes without error. Any ideas? please?

I booted into safe mode downloaded malwarebytes updated it and ran it to get the result that no harmful object were found. I also tried making a rescue boot disk, but it won't boot with it. Another pc I have will, so not the disk.
