Get something like BitDefender 9 Standard. It is far better than Norton. Even though some may say it's good and all, it does not dected all viruses. Plus Bit Defender is faster by far and cheaper. If you want to go the free route, use Avast Antivirus or AVG Free. Both are free for downloads and update automatically.

There is no anti-virus program on the market that can claim 100% effectiveness. Norton, however is known to be a resource hog and can slow your system but it should be able to complete its scan.
Try performing your scan in safe mode. To do this restart your computer and keep pressing the F8 key repeatedly.. A menu will appear with several options. Use the arrow keys to navigate and select the option to run Windows in "Safe Mode".
