Use my Mobil GPS without 3G or Cell connection

Hello I do not understand why I can't use my [iphone 3GS] GPS that is inside the iphone.
I have no ATT contract [I buy minutes} therefore I am unable to use the GPS.
I have Google Maps [icon].
The GPS works just fine when I am on wi-fi using the Google Maps.

Please help me understand and what I can do about it.
