I purchased a used computer (windows X)how do I format it to clear every off the Harddrive
iI have a windows X Disc.

I assume you mean XP. Go into BIOS and make sure the cd is the first device in the boot order. Then boot to the XP CD and at the beginning of the installation routine you'll be given the option to format before installing. After installation be sure to install all drivers (starting with the chipset driver), then install an anti virus app and then download and install Windows Updates (but NOT the hardware/driver updates - never get them from Windows Update).

If you can provide the make/model of the system we can get you in the right location to download the drivers that you will need.
