reinstall Vista without removing programs

Is it possible to re-install vista without removing any programs that are already installed (much like a "windows repair" I guess)? I've got a computer that's not connected to the internet that's crashing a lot, and I'd like to reinstall windows (as I know I've muffed it up a bit...) and see if that helps. However, I don't want to have to reinstall all of the programs that are on there.

I'm running Windows Vista Ultimate 64bit edition (service pack 1) on Dell with dual Quad core 3ghz processors and 8Gb of ram with a 700Gb hdd.

Also, sfc /scannow is essentially the same as a repair install in that it makes sure all system files are original versions.

Needless to say, if you'd like to discuss the "crashing" problem you are having to see if we can get to the bottom of it......... well, you know :)
