I used windirstat and noticed a large file, called goog-black-enchashm.cf1

It is in the tree

620.0 MB C:\Users\Kris_2\AppData\Local\Google\Google Desktop\4587bcbee7e1\safeweb\goog-black-enchashm.cf1

I use google, I have gmail and google earth, but I don't recall downloading anything else, especially something that takes 681 MB. I see it is in the tree above google earth, which I don't want to loose.

Do I need this file, or can I delete?

It appears to be part of Google Desktop Search and by the name I'd say it's some sort of cache for Google Safe Browsing results. I can't say whether or not deleting it would affect Google Earth, but I would guess that it wouldn't.
