CPU usage is normal but HDD light stays on Comp slow and freezes, even when cpu usage is 0%

With Process System.INI File selected. The problem has still not occured.
With Process WIN.INI File selected as well. The problem has not came back.
Once I selected Load System Services, the problem came back.
