Hi Elise!
I have been talking all day to my ISP.
It so happens that the ISP has subdivided its services into 3 packets and we happened to be in the lightest packet (10Mbps) without any notification.
According to the contract we should be in the middle packet 100Mbps.
They restricted the speed to 10Mbps at server level. They did not touch the upload speed - that is why it happens to be around 25-30Mbps.
They did not want to admit their violation, but finally they admitted. So much drama, OMG!
I talked to a technician. He clarified all this.
When I mentioned that upload is very high, he confirmed that it is not possible: upload is usually less than download.
A new application was filled which cancels the current service packet (so we should be upgraded to 100Mbps).
They said that they will unrestrict the band (speed).
It should be effective from 1 May 2011.
Fiber optics is relatively new technology for Kazakhstan.
It only appeared on our market in January 11.
(we joined 1 Feb 11).
I believe, there are many people who are unaware of this activity of our ISP.
On Monday, I will reconfirm with my ISP whether they received the application and how they are going to improve on this.
Current speed test:
Download=5.05Mbps
Does this now seem to be adequate speed, provided that I receive 10Mbps?
Could we further improve on this by any chance?

Hi Dastan, that explains indeed what we see here, and it is indeed not very correct (or ethical) from your ISP. I hope things improve once you change the connection.
I do not see what could still improve your connection at this point.

- Click start > run and type combofix /uninstall, press enter. This will remove Combofix from your computer.
- Delete DDS, GMER (this is a random named file) and OTL.

SUPERAntiSpyware is another good scanner with high detection and removal rates.
Both programs are free for non commercial home use but provide a resident and do not nag if you purchase the paid versions. - Spyware Blaster

- Keep Windows (and your other Microsoft software) up to date!
I cannot stress how important this is enough. Often holes are found in Internet Explorer or Windows itself that require patching. Sometimes these holes will allow an attacker unrestricted access to your computer.
Therefore, please, visit the Microsoft Update Website and follow the on screen instructions to setup Microsoft Update. Also follow the instructions to update your system. Please REBOOT and repeat this process until there are no more updates to install!! - Keep your other software up to date as well
Software does not need to be made by Microsoft to be insecure. You can use the Secunia Online Software occasionally to help you check for out of date software on yourmachine. - Stay up to date!
The MOST IMPORTANT part of any security setup is keeping the software up to date. Malware writers release new variants every single day. If your software updates don't keep up, then the malware will always be one step ahead. Not a good thing.
