Video/Audio Issue

I think I have an issue with my video or audio drivers. Skype works on my desktop computer which is 8 years old. The laptop hat I try to run skype on is only 4-5 years old. When I try to skype video call/audio call. Skype keeps on ringing and basically is unresponsive and I am forced to kill the application via task manager, the issue is also with oovoo. I have download speed of 2186 kb/s and an upload speed of 1003kb/s, and i meet the system requirements. What is the problem?
