downloading issue

im using a wireless modem (riger 108wl) provided by isp and it is connected to my pc and laptop.
whenever i download any file from either my pc or laptop,all users connected to the internet gets disconnected.the led lights are all normal without blinking.i cant connect to the internet but can ping a website using cmd.in order for the internet to be working again i must restart the modem or i must use a private ip.pcs without private ip still cant connect.what's wrong?
