computer off The computer can't be turned of with the OS

When I try to turn of the computer or restart, the computer locks up at the blue screen that says "computer is shutting Down"

I have to turn off the power manually.

What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?

Third party utilities that claim to speed up your system generally do more harm than good. You should NEVER use registry cleaners or "speed boosters". Can you boot to safe mode? If so, see if that program has an "undo" function. If not, you may need to do a repair installation: http://www.geekstogo.com/forum/topic/138-how-to-repair-windows-xp/
