Hyperlinks in Outlook Restrictions in effect

Whenever I click on a hyperlink in an email I get an error message 'This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.' The only way to follow a hyperlink is to copy and paste the link into explorer.
Anybody know how to fix this?
