Not Authorized Keep Getting error message when trying to download

When I try going to a page to download, I get an error message. The error message reads: You are not authorized to view this page. And at the bottom of the page it reads: HTTP Error 403 - Forbidden
Internet Explorer. I have tried to change security settings but nothing seems to work.
For example, when I go to the Java web site and get to the final page to start a download, I get that message.

Is it all pages or just certain pages? Those pages may be blocked by your antispyware. Check in the, Tools>Internet Options>Privacy>Sites.

It is only sites when I am to the final page to begin a download. I checked under privacy/sites but there are no sites listed. I have all of my privacy settings to the lowest possible. I think it is as simple as checking a box in tools/options/advanced. But I am not computer savey enough to know which box to check.

Do have anti-spyware installed? Which?
Logon require a password? You are in the admin group with full priveledges?
