Recycle Bin does not change from full to empty

My Recycle Bin - XP Professional SP 3 - does not change from full to empty. The error message:

Cannot delete SCANCL: Cannot find the specified file. Make sure you specify the correct path and file name.

I tried these ways already, one, I went to regedit and deleted this key, {645FF040-5081-101B-9F08-00AA002F954E}, to see if the operating system would replace it and Recycle Bin. It got rid of Recycle Bin, but a fresh copy didn't appear on reboot, so I reinserted the key
{645FF040-5081-101B-9F08-00AA002F954E} and I got back the unchangeable Recycle Bin.

I tried way two, I booted to safe mode and command prompt, to C:\, and removed the file protections, then took out Recycle Bin. It did not replace it with a copy without the problem.

The only problem is the unchanging Recycle Bin, items sent there appear there, and disappear when Recycle Bin is emptied, save the SCANCL problem.

I want a way to solve this short of reinstalling the O S.
If there is no solution, I can live with it. Mebbe. NO I FREAKING CAN'T. Please some sage from the geek city states save me.

Are you using Avira?

My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.

No, not the regular antivirus. I did have the Avira AntiVir Rescue iso which I deleted after I burned it. Is that the problem?

Right click on the Recycle Bin, and tell me what the menu options are.

Try this: The Recycle Bin icon does not refresh automatically in Windows Vista or in Windows XP?

It's Avira's command line scanner.
When uninstalled, this likely left behind, which you know.

Changing properties? though if traces of Avira still hold on to it ...

Perhaps a clean uninstaller would help? link includes registrycelaner.zip

I don't get the chance to try those methods. The problem bugged me so much that I kept searching, but finally I tried what should have been a first, obvious thing to try. I have the program Unlocker,

http://unlocker.emptyloop.com/ , which is the best program of its kind I've used. I felt like such a fool when it worked.

Control Panel, Tools, Folder Options, View, and unchecked Hide Protected Operating System Files (Recommended)
then selected RECYCLER in the left pane of Explorer and right clicked S-1-5-21-117609710-790525478-725345543-1003 in the right pane of Explorer - Unlocker is in the right click menu and deleted. The Recycle Bin fixed. Goes to prove, try all ways short of meddling in the Registry first, try the simplest way first.

What are some of your problems?

I did learn from this experience. I read suggestions, tips, and programs at BleepingComputer, Wilderssecurity, and some other forums, so I have the remedy for many problems already. I had the Unlocker program already. It has happened before, some one in a forum suggests a program to solve a problem and I already have, twice on the suggestion of the person giving the advice.

I recommend to folk to search and read discussions here and other forums.
