When I try to start up my laptop I am getting this error:
0xc0000022 application failed to launch.
And my desktop does not ever load.
If i press CTRL+ALT+DEL to load task manager, it gives the same error and does not load task manager either.
I have already tried system restore, and searching numerous forums for a fix,
however I have not yet been able to find a solution to this problem!
I am good with computers, but this issue has me stumped.
Also to note, this issue appears to have happened first reboot after installing Skype 5.1. Not sure if that has anything to do with it, but thought it worth mentioning. Also I have scanned with Malware bytes and it found no infections, I also run Outpost Security Suite Pro (Licensed Version).
I did try to install and run spybot search&destory, while using safemode (which does load), but spybot would not launch either and gave an error about sqlite.dll
I tried to uninstall Skype in safemode, but it tells me it can not be done insafe mode.
Also to mention one more time that I did try System Restore as well.
Any help would be greatly appreciated. Thank you!

It will work in Safe Mode, just not normal mode.

Is that all, or is it more in that error message?

While in Safe Mode....

Go Start>Run (Start Search in Vista), type in:
msconfig
Click OK (hit Enter in Vista).

Click on Startup tab.
Click Disable all
IMPORTANT! In case of laptop, make sure, you do NOT disable any keyboard, or touchpad entries.

Click Services tab.
Put checkmark in Hide all Microsoft services
Click Disable all.

Click OK.
Restart computer in Normal Mode.

NOTE. If you use different firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

OK, about to try your suggestion now, and praying the computer still boots at least in safe mode so I can get back here to report. Wish me luck! :D

That solution did notwork, still got the same error.
I got a little more info about the error though.

With the information you have provided I believe you will need help from the malware removal team. I would like you to start a new thread and post a DDS log HERE and include a link to this thread. Please make sure that you read the information about getting started before you start your thread.

It would be helpful if you post a note here once you have completed the steps in the guide and have started your topic in malware removal. Good luck and be patient. Help is on the way!
