desktop dropdown toolbar how to get it back

on our sony vaio laptop, there was a dropdown toolbar at the top of the desktop with icons such as pictures, news, etc.. it has disappeared and we want to get it back. i have tried to right-click with the cursor at the very top to no avail. please help. i admit to being technologically impaired but, i am learning as i go along. thanks
