laptop motherboard or not dell inspiron 1521

I have a dell inspiron 1521 , when i tried to turn it on i heard the fan start then go off. The screen is blank and i have tried new charger and with and without battery still the same. Im told it will be the motherboard and costs too much so bin the laptop. How can i find out what is causing the problem without taking to a shop and being charged for something that is no good. I have tried removing hard drive/graphics card /cd rom/ battery and putting them back but still no joy can anyone help me please Samantha

try removing the ram,reseat it ,if 2 stick of ram install one at a time and retry turning it on .
also dust buildup on cpu and fan/heatsinc can cause shutdown
