utilvba.exe error

I have a PC that always gives an error about utilvba.exe everytime I sign on to the PC. The PC is in a domain and use Windows XP Professional. I tried to find what exactly utilvba.exe is but got no result.

Here is the error from the Event Viewer:
Faulting application utilvba.exe, version 0.0.0.0, faulting module ws2_32.dll, version 5.1.2600.2180, fault address 0x0000ca13.

I would think that the IT point-of-contact for said domain...should be made aware of this.
