Vista freezing after booting to desktop

I am using a Dell Studio 1735, Vista, Intel Core2 Duo. When I boot up it gets to the desktop and hangs. I can move the cursor but can not open any programs. I have tried the System Restore (I had to use a restore date earlier than the latest) and have run it twice for a 24 hr. period (should I let it run longer?) I made a Vista Bootable Recovery disk at neosmart.net and when I run it, it stops with [DR-DOS] AL\> blinking cursor.

What programs you have running in the background?

I don't know. I am running Norton 360 and can boot to safe mode.
