Can't get into safe mode

Hey there, I'm having issues with getting into safe mode on an infected machine, the computer actually acts like safe mode isn't even there. When I restart and press f8 it gives me no options ..just continues on with a normal boot and if I try to get it to boot into safe mode from Msconfig it doesn't let me, the options to do so are glazed over so I can't even click them.
