Monitor Issues Horizontal Black Line Randomly Flashes

I have a HP S2031 LCD Monitor connected to my HP Pavilion dv6 laptop which is running Windows 7 Premium 64 bit and has an ATI Radeon 5650 graphics card. When I have the settings on duplicate or expand, a black line will flash on one of the displays. It usually flashes on the external LCD monitor. I have had a few problems with my GPU in the past but I reformatted my computer and it fixed the problem. Could this be a sign that my GPU is defective or could it be some other problem? Thanks.

See, if you have same issue in safe mode.
If not, probably a driver problem.
If yes, probably video chip issue.
