Help on Dimension E310 Crashed all of a sudden

My brother has a Dimension E310 and when he tried to install something called Realtek something into his computer, when he restarted it gave him a message saying:
"Windows could not start because the following file is
missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."
Also I can't go to my desktop since this message won't let me. So if anyone can fix this problem, please tell me and also will he lose all the stuff he had on the computer?

Try booting into safe mode an uninstalling the Realtek

Yeah the problem is that I can't even go to safe mode

Do you have your XP installation disk?

Well for some reason I don't it came with an installation disc on the other hand my brother did get a CD that says Operating System its a orange CD looks like this: Posted Image. Will this CD work?
