okay i lost my admin rights on a system that says it has admin rights

I've been battling some sort of bug that started on another computer on my network

now i cant uninstall stuff (but still have access to remove programs) and cant execute certain programs like ccleaner

im running x64 windows 7 H/P

i have noticed that a lot of the important windows cervices have been stopped and when i go to turn them back on it says "access denied" windows restore is one of these....

i have no idea what i have malware wise but its a combination of hack tools, Trojans, and viruses.

what should i do

and it is stealth to sas and mbam and everything else practically
