Wont boot in safe mode

Have a computer with windows xp and after it logs on to desktop, it freezes. No mouse no keyboard and it has active desktop recovery on with NO icons. Tried booting in safe mode and keyboard/mouse locks up on log in, can't boot in safe mode with command prompt either. help?

In order to review the system, we will need to create a bootable CD. Do you have a Windows XP installation CD?
