change file system

I am trying to change the file system on a new thumb drive on my machine (XP home,SP3,1gig ram,P4 cpu). The system recognizes the drive but with a fat32 file system. I went to device manager to change to NTFS but there is no option for that in the drop down menu. Any hints? Thank you in advance for your assistance.
