Computer Glitching Small Pauses, Every 3 or so minutes

Not entirely sure how to explain my problem. My computer seems to pause/glitch/stutter for about 1 second every 3 or so minutes. This is more of a nuisance than a problem. I first suspected a virus or spyware, I ran a Symantec scan, Spybot, and AdAware scan. Didn't solve problem. I then question maybe a Virtual memory issue and manually change Page file, that didn't fix. I checked Hard Drive with windows HD scan as well as the WD Lifeguard Diagnostics (I have a WD hard drive) and I got a pass for the result. After that I wasn't sure what else to do so I backed up my information, and reinstalled Windows Vista. Even with a completely blank computer this issue still continues.
I currently suspect a hardware issue, but I am entirely at a loss and need help. Thank you in advance if you have any thought on the problem.

If you need any info about my hardware or anything I am more than willing to give it, I am just not sure what to include.

4.00 GB RAM
ATI Radeon HD 3800 Series

Its a XPS/Dimension 630i Dell

On another note I noticed my .NET framework updates failed. Not sure if that is related or not.

Personally, I would uninstall the chipset drivers...and then reinstall same as a wild-guess-that-cannot-do-any-harm effort :).
