There are times where everything freezes, the mouse and keyboard which means no access to Device Manager.
My only resolution is a cold re-boot which I hate to use.
Is there any preventive measure to avoid these freezes?

just off the top of my head, considering what you have provided.
1. clean dust out and ensure your computer is cooling as much as possible
2. unseat/reseat ram and pci cards
3. run memtest to verify ram function

Yes, please be more specific about your issue and your computer. Is this a desktop or laptop computer?
Also, whenever the mouse and the keyboard stopped working:
1) Do the lights on your keyboard stay lit? Are you able to toggle the lights on/off (ie. with capslock)
2) Is it just your keyboard and mouse that stop working, or does the computer itself freeze? One way to tell: Compare the system clock in the system tray to an external source of time (your wristwatch).
3) Have you tried a different keyboard and/or mouse?
4) What type of keyboard and mouse are you using? (are they wireless or wired? do they connect via USB or PS/2?)
5) What antivirus software are you running? Webroot programs, for example, are notorious for causing keyboard issues (due to a keyboard filtering driver)
6) The next time it happens, note the exact time it froze. This will help you locate any events in Event Viewer that may help you identify the source of the problem:
Start > eventvwr.msc > Check both the "Application" and "System" sections on the left hand side. Sort the events by date, and see if you see any warnings or errors that occurred in either of these sections around the time your freeze happened.
