Well...I think of "tuner card" as something that goes inside a computer...while a "TV appliance" is something external to the system.
Example: I think of a DVR as a device, while my Hauppauge capture card (inside my PC) is a card.
In reality, it will depend on just what device you are referring to. The specs will cover the capabilities.
BTW: Capture cards are pretty cheap and available from various vendors these days.
Capture devices/cards normally include the software for such...it's the editing of the captures that may require different software. If you don't intend to edit...such as those persons who use DVRs...then you don't need editing software.

Well ramjrp
1.Yes it's possible if it 's a internal tv tuner card ( The device which go's inside your CPU)
-If it's a external tv tuner card then NO (external tv tuner card is the device you jest need to plug the cable's)
2.No if you brought the internal tv tuner card there should be a drivers cd with a software to run it
3.Well no other softwares are needed unless if want to use any other software to record the videos
-Software like Nero home come's with a option saying "Video and TV" which can be use to watch or record shows from your Internal tv tuner card.
