Hwi solution found elsewhere :
Method : Check to see if the following registry modification will help.
a. Click Start and then click on Run.
b. Type “regedit.exe” (without quotes) and press Enter.
c. Navigate to the following key.
HKEY_CURRENT_USER\Control Panel\Desktop
d. On the right pane, double-click 'DragFullWindows', change value to 1, click OK. Exit Registry Editor.
Important This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.
