Very simple.

What are some good websites that have free templates for websites that you have used and liked?

Using Free Templates is sometimes risky unless they come from an official site(such as Wordpress.org for wordpress themes). I've seen sites offer "free" templates of which they do not own and do not have a copyright to. A couple of my friends have experience with these sites ripping templates/themes from them....

To the question; Stick with an official site for themes/templates, if you're going for just basic HTML templates check and make sure they really are free and the site legally has permission to give them away(or worse yet - sell them).

I've used some templates from http://www.freecsstemplates.org but like NpaMA said you have to be cautious.
