BleepingComputer.com: computer connection is very slow

one of my computers is slowing down my entire network. something about milli second response time according to the ISP tech support. does that mean there's a lot of traffic coming from it?

there are 2 computers in my house, when i turn the problem laptop off, the desk top works fine. i cant figure out what in the laptop is creating the problem. im thinking i need to get some software which tells me which application is causing the problem.

btw even when i restarted in safe mode w/ networking this problem was happening.

PLEASE - help!
