What are the upload speed for the peers you are downloading from? What torrent application are you running?

Have you opened a bit-torrent port for incoming connections in your router? Opening a port can significantly boost your download speeds.
Have you manually limited the upload speed ? Many peers will not let you download if you have done so.

look your router up on portforward.com and it will have detailed instructions. Also, make an exception for any firewall in use.
