Cryptodan and Gabria ... thanks
This is a custom PC and I'm only using a Compaq USB keyboard.
From a cold boot, it always boots with no problem. Only on restarts.
OK ... I'm off to try both suggestions.

- I removed power and waited a couple of minutes.
- I powered up in the Safe mode - AOK. Then I removed the all keyboards. Speccy showed mouse only.
- I restarted in the Safe mode. No mouse and the keyboard was ~flimsy?? The system reloaded the keyboard. Speccy
showed no mouse and 2 keyboards.
- I restarted in the Safe mode. Mouse OK - Speccy showed 1 mouse and 1 Compaq USB keybd.
Then I repeated everything above with the same results. (I did not repeat removing the keyboards and there was no
problem with that)
I think I covered everything ... ??
Thanks Folks!

Maybe the motherboard is one that needs both a PS/2 Mouse and Keyboard to function. I would try using just straight USB.
My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.

Oh, then it's deffinately a BIOS problem. Let's see what your version is (from your Speccy):
Motherboard Manufacturer: Intel Corporation
Motherboard Model: DG31PR
BIOS Brand: Intel Corp.
BIOS Version: PRG3110H.86A.0047.2008.0227.1745
BIOS Date: 02/27/2008
Let's see what the Release Notes on your system BIOS from the Intel support site says on mixed USB and PS/2:

September 9, 2008. That's newer than yours.
"Fixed issue where mix of PS/2 and USB keyboard and mouse causes a POST hang from reboot."
Sounds very familiar... :D
So, here's how we fix the issue:
Download your current BIOS from Intel's Download Center here. The file you want is PRG3110H.86A.0071.EB.EXE.
Be sure to read the "Additional Notes" on that page, and it wouldn't hurt to familiarize yourself with the "step-by-step instructions" linked to on that page. Make sure you don't lose power during the update process or your computer may become unbootable.
At any rate, that's where the update is that fixes your issue as well as instructions on installing it.
Let me know if you need any more help.

Gabrial;
Now that sounds very encouraging!!!!
I will give this a shot tomorrow as I don't want to rush this. I need to make sure my backups are up to date.
I will keep you posted.
Thank you, and all the folks that have been working on this.
