Me Edition Problem

My Windows Me edition starts up and immediately the DOS screen comes up with the message Program cannot be run in DOS mode. I have not modified the computer in any form, the computer starts up in Safe Mode, I do not have a floppy disk of the program. The CD rom will not run in safe mode nor will it run with the way that the computer is now. Please help

Are you in Safe Mode with command prompt only, or in Safe Mode with Safe Mode displayed in each corner of the screen?
