Problems with SP3, etc PC now clean, but re-install of SP3 failed and IE not working

Was having lots of problems booting and shutting down. Sometimes PC would not shut down at all. Anyway, followed some guidance from malware forums and PC is clean. Had to re-install XP MCE and now I cannot re-sintall SP3 (fails) and my IE is not working (I'm logged into another laptop presently).
Original OS was XP MCE 2005 with update rollup 2...from DELL.

Use another computer and download IE 8 for transfer to the broken one?

You followed the Dell instructions re installing SP3? That should be the first step...IMO.
What error messages do you get when trying to install SP3? Exact wording, please.

I also see that you had Norton installed as well, has that been removed?
My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.

I hv AVG and Online Armour. Norton has been un-installed. Anyway, I de-activated Online Armour first and tried to install SP3 - to my surprise, it worked...so I am able to get back online and the system is overall owkring better - cleaned from previous Bleeping assistance and now SP3 / IE8 re-installed.
Do still hv some issues -
Following error while starting up - C:\Windows|System32\rundll32.exe Windows cannot access the specified device, path or file. You may not have appropriate permission to access the item.
Also, I am getting lots of blocks with Online Armour:
spupdsvc.exe
faxssvc.exe
HTTP.sys
MRxDAV.sys
regsvr32.exe
rundll32.exe
So - pending outcome of above, I am improved overall...still slow, but way better than before.

Totally unnecessary, IMO...the Windows firewall does the job and does not entice unknowing users into believing that every alert is a crisis. A firewall routinely blocks attempts to attack it...

Click the Startup tab.
Scroll down, looking for the rundll32.exe command you referenced. When you find it, uncheck it and then click OK at the bottom. MSConfig will want you to reboot. Do it and see if your problem went away.

I have always been warned about using msconfig

We are woefully inexperienced in dealing with MCE, I have done quite a bit of research online this last month, I finally found a good source for a clean install of MCE.

1 - I'll remove Online Armour
2 - Should I run Autoruns for Windows and post file?
3 - Re-install MCE? or see how things are going after #1 and #2 first?
