Bad Install - Worst Updates Install Error - .Net Issues

New Sata Drive installed after bad one crashed
Toshiba L35-S2174
Upon final screen of windows XP installation (OEM Discs) I get the attached error.
Press ok continue no issues till after all SP 3 and updates and upon trying to install .net framework (I get errors) tried uninstalling and clean up tool .net and trying to reinstall still get errors can't install .net 3.5.
Also getting Stop error (BSOD) code 8E every minute or so after boot.
Checked for overheating (blew out laptop)
Tested RAM (MemTest)
Tested new Sata HDD good.
I'm left with either the DVD drive itself being bad due to the first windows install error
or the new oem recovery discs being the wrong one.

Any ideas?

CRC check NG usually means bad disk.
If your new hard drive is OK (listed in BIOS, passed tests), then your recovery CD must be bad.
You can try to clean it, or copy it to another CD and try installation again.
If still no go, it's time to call Toshiba and order new CD.

I've ran two hard drive tests and both came back good. Ran Memtest came back good. I'm looking at the discs and it looks like the bottom of disc two have very minute scratches. I'm going to try and boot and re-install from a usb cdrom first before I go the new toshiba disc route. Thanks for your thoughts.
