stuck in power save mode

hi, my boyfriend's computer is stuck in power save mode. when he turns the tower on it doesn't make the noise that it's actually kicking in, but the green light turns on. as for the monitor, the button stays orange. it says "power save on, press any key or mouse to turn on." but when he does so it doesn't turn on. he has a dell pc (which is xp)

Other posters reporting this situation...seem to have issues with video cards/chips, dust in computer, etc.
