If so, this page I posted above has several pages, scroll down until you see the page numbers 1 2 3 4 5 etc. and click each one, these pages provide information about your motherboard.
I am still looking for a decent service manual, but I believe this site above may be helpful to you in seeing how the heat sink is set up on the processor.
Here is a video that explains how to clean the processor heat sink and cooling fan.

I think I should note that my computer wont boot up at all anymore.
I've tried swapping out the gpu, psu, and ram. Which should leave the cpu or motherboard considering that my cpu should be replaced anyways would it just be worth it to replace both or do you think it is a different issue that might not be fixed by replacing them.

When you say your computer won't boot up anymore, what are you saying?
Does it even power up?
Does it post a beep code error?
Are you sure you have the power button on the computer case connected to the motherboard?
Do you have the 20 or 24 ATX power connecter plug into the motherbaord?
Do you have the four pin 12 Volt Power connecter connected on the motherbaord?

It powers up and you can hear the fans but I don't get the regular single beep to tell me it's booting it just hangs there.
Also no beep errors and yes I have it connected properly.

Then I would concentrate on the CPU as a last resort, try reseating the CPU in its slot, you never know, this just might correct the problem.
Make sure the heat sink is seated properly as well, it is seriously hard to say whether your CPU or motherboard is the failure here, You may want to check over the motherboard for possible bad caps, ones that are either buldging or leaking.
Those caps can cause problems to, when they go bad.

I'm not even going to pretend i'm capable of reseating my cpu after about a hour of trying. I didn't install it myself and i'm pretty confident my brother didn't screw it up.
also I didn't notice anything wrong with the caps.

This is sounding like a possible motherboard failure, it does happen, sometimes you don't always have to do something wrong for it to happen.
Only thing left here to check out is if for some reason something is shorted out somewhere.
If nothing is obvious to your observations, then it is either time to take the computer to a service center or replace the computer.
What concerns me is the fact the computer is no longer booting up or attempting to. This is a sign of a system/motherboard failure.
Sorry to be the barer of bad news.
