host gator and open dns help!

not being a genius and having bought into the Google work-from-home craze (necessary, i'm sorta disabled).... i found out i was completely incompetent in following instructions. in any case, it's alot more work than i thought it could/would be. i have about 6 sites going and keep getting lost BUT my question for here, sorry, TMI, is what does it mean to have an OPEN DNS for a dynamic server? i'm also trying to block on Win 7 sites and there's no option for it so i assume this will be some command thru command prompt to block the site but can't find really good directions. whilst i look for that better, will opening DNS servers hurt my STATIC address meant for my other job (i don't own that...)????
