Missing Files

I followed the directions as per #29

Go Start>Run, type in:
sfc /scannow
Click OK

Nothing happens that I can see except that what looks like the command prompt appears briefly then disappears...

That's normal.
Restart computer and try to run SystemLook again (my reply #22).

Well, with all your symptoms, I'd guess, it must be something wrong with your Windows installation.
SystemLook, for instance, is a very simple program, so I have no idea why it wouldn't want to run.
I think, that some missing files is your lesser problem at this point.

Do you have Vista DVD?

I'd say, your best option is to back up your data and reinstall Windows.
